Official Website for the City of Malmö - A Modular digital platform for public services

The City of Malmö set out to modernise its official website to better serve citizens, businesses, and visitors through a unified and accessible digital experience. I joined the project to help design the new platform - focusing on user experience, structure and scalability across the city’s departments.


The challenge was to create a platform that could support the diverse needs of twelve city departments, each with unique content, services, and audiences — without compromising accessibility, consistency, or design quality.

The project began with extensive user research and behavioural mapping, identifying key service journeys and common pain points. These insights informed a new information architecture and navigation model, designed to streamline access and improve clarity for all user groups.

To enable long-term scalability and operational efficiency, a modular design system was introduced — combining reusable components, page templates, and editorial standards. This framework allowed departments to customise their sections while maintaining a cohesive identity across the platform.

Scope included:

  • User research and service journey mapping
  • Information architecture and UX structure redesign
  • Modular design system creation (components, templates, patterns)
  • Shared framework connecting editorial, design, and dev teams
  • Governance model for long-term platform evolution

The result is a modern, accessible, and scalable public platform — reflecting Malmö’s commitment to open, inclusive, and citizen-focused digital services.
